We learn from an early age to respond to eye contact, if a speaker fails to look us in the eye we find it very difficult to trust that person.
On the other hand holding eye contact for too long can be read as a challenge or an accusation. Of course it may be that this is the effect we want to create then fair play.
So in presenting to an audience we have to develop strategies that allow us to make and maintain eye contact whilst keeping our presentation on course so that we can present the message we need to communicate and have that message received with confidence.
